I’ve been wanting to make this design since I first saw this several years back. So, this last Xmas I made two of these as gifts. These are great TV Trays and easy to make. Ron Walters made an excellent video about this design. This video includes stills at the end that show all the relevant dimensions.
I made one change to this design. I used 1/2” stock for the table tops instead of 3/4”. This seemed like it would make a lighter tray while still maintaining overall integrity. This worked well. Since I gave these first two away I am definitely making a few more for myself.
As Ron highlights in his video, these things have noticeably bigger table tops and are VERY stable. I just love this design.

Yes, it is simply plastic laminate. Works great for this particular application.

hi im a beginner at woodworking and plan on making a tv tray for my grandmother for Christmas and was wondering on the best way to make the legs pivot at the top where the legs connect to the table top and in he middle where the legs connect to each other
