Shop Layout for Boy Scouts

I have been recently asked by our local council to help design the layout for a workshop they are building at a local camp. They have the major power tools (Table Saw, Band Saw, Jointer, Scroll Saw, etc) but are very low on bench tools. I am trying to come up with a list of tools for each Scout workstation, which I can then try to get local companies to sponsor. Who among you has worked with boy scouts on the Woodworking Merit Badge?I’m looking for advice, counsel and how-to as my woodworking neighbor and I work with a small group of younger boy scouts to help them earn the merit badge.
