Wooden Shackles #4: Accents Not Going as Planned

So I had a thought (this is normally where my projects go wrong) and wondered if I could put some nice accents on my shackles like the real woodworkers do. Maybe some peg caps, or at least fake ones that make it look like less bland. I bought a selection of plug cutting bits and tried the 3/8” one to make small circles. I used a 3/8” inch forsner bit to make the holes …

The problem came when I discovered the 3/8” plug cutter doesn’t in fact cut 3/8” inch plugs, slightly smaller in fact and now I cut 8 holes into each side and have smaller than ideal plugs to go in them.

So I glued them in anyway, I plan to sand it as normal and fill in the spaces that exist with sawdust and glue hoping it will become less noticeable.

Any suggestions on why my cutter is making smaller than advertised plugs would be very helpful as I don’t want to just throw the set away.
