My daughter has been in the shop with me since she was about two, almost five now. I haven’t bought her any toy tools yet. She was always content playing with scraps and small plastic clamps. One of her favorite things was a piece of pine with a lot of holes to put dowels into. Her first tool use was just a cheap round file, not very sharp. She had a lot of fun using it like a hand saw. Her favorite tool is her small eggbeater hand drillI. Very common and cheap to be found. I chucked a wood screw in it with the point in the chuck side. That one will keep her entertained for quite awhile. It just had to have purple handles though. I would think his own tool tote would be good for him to pack around and fill up too. Lately, she pretty fond of my tack hammers.

My kids like the scrap pieces also. A marker and different pieces of scrap keep them busy. When my son was about the same age as yours I let him use my 1/4 sheet sander. He felt like he was doing something important .
